The increase in economic cooperation comes despite constant political disputes, including bickering over the sovereignty of the Senkaku Islands in the East China Sea and Beijing's criticism of Tokyo just last month for allowing Uighurs, a minority calling for independence from China, to hold a world congress in Japan.
